Allowing multiple user groups to securely login online thanks to Thales - Case Study
Since 1993, the use of asbestos has been banned in the Netherlands. Anyone wishing to renovate or demolish property built before 1994 should have an asbestos inventory carried out by a certified company. The results of these inventories are registered in the National Asbestos Tracking System (LAVS). With the LAVS system, Rijkswaterstaat provides a central location where different user groups can view and arrange all matters related to asbestos. The goal is to track asbestos from registration to remediation. This environment is set up online so that everyone can access it easily, and it requires an easy, secure login option.
Digital access for multiple user groups
The LAVS system has been set up so that five different user groups can easily access it. Anyone who suspects that there’s asbestos in their property can assign a certified inventory bureau to carry out an inspection through LAVS.
Clients enter their location in the LAVS system and an inventory agency uses this data to indicate when the inspection will begin. After the inspection, sources and samples are entered into the system. This is followed by an inventory report in a fixed format that includes a risk classification ranking. An asbestos removal company then reports the start and end dates of the remediation in the LAVS system and tracks where the waste has been removed to. The final inspector assesses whether the site is safe and records this report in the system. At the end of the chain, the supervisor reports via LAVS whether all appropriate steps as indicated by laws and regulations have been followed.
Verification of identity with eHerkenning (eRecognition)
Only certified parties have access to LAVS. Rijkswaterstaat has used eHerkenning for this purpose. Since June 1, 2021, a reliability level of 2 or higher is required for users to log into LAVS. By choosing eHerkenning, Rijkswaterstaat does not have to arrange user management themselves. This makes it easier to securely manage various user groups. These users can also use eHerkenning to log in to other government agencies such as: Omgevingsloket Online, Airbim, Topdesk, AMICE, SPRI and Bronhouderportaal Basisregistratie Ondergrond.
